										<content:encoded><![CDATA[<p>Guillaume joined <strong>I<span style="color: #ff0000;">4</span>CE</strong> in 2025 to oversee the institute&#8217;s work on climate and development finance at the international level.</p>
<p>&nbsp;</p>
<p>Before joining <strong>I<span style="color: #ff0000;">4</span>CE</strong>, Guillaume worked for 7 years at the French Ministry for Europe and Foreign Affairs. Initially in charge of the strategic and operational management of the French Development Agency (AFD), he contributed to raising AFD&#8217;s climate ambitions and aligning it with the objectives of the Paris Agreement. From 2022 to 2024, he joined the cabinet of the French Secretary of State for Development and International Partnerships, as technical advisor and then deputy chief of staff. He was notably in charge of the French development policy and budget; he also managed France’s partnerships with developing countries to fight climate change.</p>
<p>&nbsp;</p>
<p>Guillaume is a graduate of Sciences Po Paris and the London School of Economics in economics and international relations. He also studied history at the Sorbonne (Paris IV).</p>

<p>Before joining <strong>I<span style="color: #ff0000;">4</span>CE</strong>, François used to work as Head of finances and Head of human resources for various entities of the French state administration (Conseil Général de Vaucluse, Conseil Général de l’Hérault, Ville de Clermont-Ferrand). François also spent 2 years at Université Clermont Auvergne (UCA) as head of administration. Seconded to the Inspection Générale des Finances (IGF) from 2017 to 2019 &#8211; an internal auditing and advising service from the French Ministry of Finance – François was conducting analysis and advisory missions for the French government about public financial management and economic policy.</p>
<p>&nbsp;</p>
<p>François graduated from Sciences Po Rennes and studied at the Institut National des Etudes Territoriales (INET) in Strasbourg. </p>

<p>Before joining <strong>I<span style="color: #ff0000;">4</span>CE</strong>, Louise spent two and a half years at the economics consultancy Vivid Economics, where she managed projects for government institutions and international organizations on issues related to climate policies, the energy transition, innovative financing mechanisms for adaptation and biodiversity. Before that, she spent a couple of years in the Natural Resources Mergers &amp; Acquisitions team at Macquarie in London, and in the Investments team at CDC Climat.</p>
<p>&nbsp;</p>
<p>Louise is a graduate of HEC Paris; she also holds a Research Master in Economics of Sustainable Development, Environment and Energy (EDDEE) delivered by Mines ParisTech, and a PhD in Environmental Economics delivered by the London School of Economics (LSE). Her PhD research focused on the economic implications of climate change uncertainties.</p>

<p>Damien has joined <a href="https://www.i4ce.org/home/"><strong>I<span style="color: #ff0000;">4</span>CE</strong></a> in 2018 to support researchers in placing their expertise at the service of decision makers, and to improve <strong>I<span style="color: #ff0000;">4</span>CE</strong>’s impact and contribution to the public debate and the transition towards a low carbon and resilient economy.</p>
<p>&nbsp;</p>
<p>Prior to joining <strong>I<span style="color: #ff0000;">4</span>CE</strong>, Damien has worked for 6 years in the Institute for <a href="https://www.iddri.org/fr/iddri-en-bref">Sustainable Development and International Relations </a>(IDDRI), as coordinator of IDDRI’s Initiatives and as a researcher. His research work focused on the Sustainable Development Goals, new wealth indicators as well as the digital transition and its opportunities for sustainable development. Previously, he had also worked in the European Parliament and for <a href="https://www.wwf.fr/">WWF-France.</a></p>
<p>&nbsp;</p>
<p>Damien is an engineering graduate of Ecole Polytechnique and ENGREF, and holds a master degree and a PhD in environmental economics. During his PhD at the International Center for Environment and Development, he studied the EU carbon market and its impacts on the competitiveness of the industry.</p>

In this capacity, he frequently speaks at events and in the media to represent the Institute. Benoît is or has been a member of several expert committees set up by the public authorities, notably the <a href="https://www.hautconseilclimat.fr/en/" target="_blank" rel="noopener">French Climate Change Committee</a>.</p>
<p>&nbsp;</p>
<p>Since 2002, Benoît has been helping public decision-makers, financial institutions, states and local authorities to integrate climate change into their policies and practices. He has successively been a consultant in a consulting firm, project manager and then director of the Mission Climat of the Caisse des Dépôts, and research director of CDC Climat.</p>
<p>&nbsp;</p>
<p>He is an engineer from the Ecole Polytechnique and ENSTAParisTech, and also holds a master&#8217;s degree in Economics from AgroParisTech. He speaks French, English and Spanish.</p>

<p>His expertise covers the main sectors of the energy transition, such as buildings, transport, energy production and industry. He summarises state-of-the-art knowledge on transition projects, their costs, public and private financing instruments and their associated budgets. His contributions extend to the calculation of investment needs, the technical and economic modelling of transition targets, the assessment of the private and social costs and benefits of decarbonisation strategies, and the macroeconomic challenges of the transition.</p>

<p>Before joining <strong>I<span style="color: #ff0000;">4</span>CE</strong>, Hadrien worked at the consulting firms I Care Environnement and Futur Facteur 4, focusing on energy and climate forecasting, transition scenarios and energy demand modelling. He holds a Master&#8217;s degree in Environment, Sustainable Development and Risk Management from Sciences-Po Paris.</p>

<p>Over the past 10 years, she has especially worked on the forest-based sector and on carbon certification opportunities. After taking over the coordination of the Forestry and Wood Climate Club, she worked as a project manager and then unit manager on the role of the forest-based sector in mitigating climate change : the role of carbon sinks in the National Low Carbon Strategy and at the European level, long-life wood products, the costs of adapting forests to climate change, etc. She also worked on forest carbon accounting and carbon certification mechanisms (monitoring, reporting, verification), both at the French level, by coordinating the forestry part of the VOCAL project which led to the development of the French carbon certification standard, and at the European level, by following the development of the CRCF (Carbon Removals and Carbon Farming) certification framework.</p>

<p>She graduated from management school (A<i>udencia</i> – including a semester in environmental economics at the <i>Norwegian School of Economics</i>), and also holds a master’s degree in geography (territorial policies and sustainable development), where she especially focused on the agriculture sector. </p>
