Starting from a conceptual overview of funding streams, the session then presents practical experiences from a French farmers’ cooperative and integrated monitoring tools linking carbon sequestration and biodiversity outcomes. Ten years after the Paris Agreement, two years after the first Global Stocktake, and as Parties are expected to deliver updated  NDC3.0, (Nationally Determined Contribution) the world enters a decisive decade for implementation. While global attention has often centred on mitigation and overall climate finance volumes, success now depends equally on scaling up adaptation and resilience, especially for the most vulnerable, and improving the quality of finance to ensure that communities, economies, and ecosystems can withstand and thrive amid escalating climate impacts. </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Adaptation and resilience investments have become critical economic  and political priorities, shaping how countries, communities, and businesses navigate an era of worsening and more frequent climate shocks. </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">The COP30 Presidency has placed implementation at the heart of its vision, emphasising the need to translate plans into tangible results on the ground. COP30  represents an opportunity to define what an implementation era for adaptation and resilience truly looks like: one that connects global ambition with local delivery and shifts from fragmented projects to long-term, nationally driven action, creating a virtuous loop. </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Held during the first week of COP30,  this dialogue offers a timely space to reflect on and inform efforts to accelerate adaptation. Panel sessions will explore new evidence on the economic and investment rationale for adaptation and resilience, leading examples of systemic approaches to finance adaptation and how coordinated outcomes from global processes can help spread such efforts.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">The event will link national implementation and the Global Goal on Adaptation, Article 2.1(c), the Baku to Belem Roadmap, the Action Agenda and the G20, grounding these processes in practical investment cases that deliver social and economic returns. In doing so, it will explore how COP30 can lay the foundation for a decade of delivery where resilience and adaptation are prioritised alongside mitigation as part of a coherent implementation agenda.</span></p>

The aim was to bring long-term and highly aggregated assessments down to the actual timeframe of decisions (e.g., the horizon of a mandate or a medium-term strategic plan) and to pay particular attention to who bears (or will bear) what costs and who will be the beneficiaries of adaptation. The Baku to Belém Roadmap outlining how this funding might be mobilized is still in the works, but concessional funding is certain to play a role. Yet with aid budgets facing widespread cuts, climate change risks being de-prioritized. In this context, the issue of allocation – how and where climate finance is delivered – is key.</span><span data-ccp-props="{&quot;335551550&quot;:6,&quot;335551620&quot;:6}"> </span></p>

<p><span data-contrast="auto">This panel brought in various perspectives (think tanks, aid agencies, government) to explore the intersection of climate and development finance in this rapidly evolving context.</span></p>

<p><span data-contrast="auto">Panelists discussed the situations where official development aid (ODA) and more broadly concessional finance remain an effective and even a necessary instrument in order to attain development and climate objectives.</span><span data-ccp-props="{}"> </span></p>

<p>Ministries of finance have a key role to play in climate policy. Their core missions – ensuring fiscal sustainability, promoting economic growth, and allocating scarce resources efficiently – overlap with the risks and opportunities presented by climate impacts and action. Major progress has been made toward ministries of finance taking ownership of climate strategies, yet significant gaps remain: many strategies lack investment needs estimates, funding options, or clarity on public-private roles, and climate plans (NDCs, LTSs, NAPs) are often misaligned with national development or fiscal frameworks.</p>
<p>&nbsp;</p>
<p>Peer-to-peer discussions are key to reduce these gaps, share best practices, discuss practical hurdles and interests of green budgeting tools such as green debt, pollution pricing, private mobilization strategies, taxonomies, budget tagging or green public procurement.</p>
<p>&nbsp;</p>
<p>Regional cooperation, both between countries within a region and between regional platforms, is also a major factor of success in reducing policy gaps, improving overall knowledge, raising the profile of climate action in Ministries of Finance, converging towards regional shared agenda and dealing with the regional specificities of climate action.</p>
<p>&nbsp;</p>
<h2><span style="font-size: 24px;">Objective:</span></h2>
<p>This workshop aims to foster an exchange of experiences among senior officials from Ministries of Finance across Africa and Latin America and the Caribbean (LAC) and to chart a collective path ahead, through concrete, pragmatic discussions. It also aims to build on LAC regional collaboration experiences, notably the LAC Regional Climate Change Platform of Economy and Finance Ministries, to shape the workplan of the upcoming African Platform of Finance Ministers.</p>

<p>Achieving the Sustainable Development Goals (SDGs) by 2030 demands an unprecedented scale-up of sustainable development finance. Current estimates place the SDG financing gap at approximately $4 trillion per year by 2030. The third IHLEG report estimates that development-aligned climate action in EMDEs, excluding China, will require around $2.4 trillion annually by the end of the decade.</p>
<p>&nbsp;</p>
<p>These figures offer valuable signals for raising awareness and structuring international negotiations. However, they often fall short of guiding concrete country-level action or supporting effective mobilization strategies. Several key limitations undermine their practical usefulness.</p>
<p>&nbsp;</p>
<p>Many estimates rely on either an incremental, climate-additive costing approach or a holistic, development-pathway framing. Yet, the distinction between these logics is often left implicit or blurred in the final figures, limiting interpretability and comparability.</p>
<p>&nbsp;</p>
<p>Existing global estimates frequently overlook cost of capital dynamics, institutional capacity requirements, and realistic allocation scenarios. They answer “how much is needed,” but not “how it should be delivered” – a crucial gap as the quality of finance takes center stage in current policy debates. Needs assessments rarely translate into guidance on how specific financing instruments, sources, or institutional actors can support particular project types, country contexts, or policy priorities.</p>
<p>&nbsp;</p>
<p><strong>The objective of the event was to discuss these challenges from three complementary angles:</strong></p>
<p>&nbsp;</p>
<ul>
<li>Unpacking existing estimates: We will critically assess the construction, assumptions, and limitations of major financing needs assessments, to enhance their usefulness for international negotiations, better support mobilization strategies, and ultimately support SDG and climate outcomes more effectively.</li>
<li>Enhancing adaptation figures: While climate change adaptation is vital to integrated climate-development strategies – especially in EMDEs –, it remains underrepresented in financing needs assessments. This session will refocus attention on this critical gap.</li>
<li>Tracking progress and adapting strategies: We will explore how to report progress on complex, cross-cutting initiatives such as the G20 Sustainable Finance Roadmap. This means complementing the measurement of finance volumes with qualitative assessments that can track moving targets at country level across the sustainable finance policy landscape.</li>
</ul>

<p><strong>The discussion was grounded in three research initiatives:</strong></p>
<p>&nbsp;</p>
<p>1. An analysis of financing needs estimates for EMDEs, focusing notably on the IHLEG climate and development figures. This work is led by <strong>I<span style="color: #ff0000;">4</span>CE</strong> as part of a wider Bruegel-CEPR report.</p>
<p>2. An on-going work by ODI on adaptation financing needs, and how this discussion should feature on the current climate and development finance talks.</p>
<p>3. A new generation of sustainable finance indicators to allow G20 public actors to comprehensively track their contribution towards achieving the G20 Sustainable Finance Roadmap. This project is conducted by a consortium made up of the Frankfurt School of Finance and Management (FS), GFLAC, <strong>I<span style="color: #ff0000;">4</span>CE</strong> and IISD.</p>

<p>Accelerating the climate transition is a central part of securing both the EU’s strategic autonomy and meeting the mid-to-long-term goals to decarbonise the economy, as the EU pledges to stay on course towards climate neutrality. This ambition requires both public and private climate investments but also policy tools. It also requires a clear understanding of the level of investment needed in different sectors to meet the EU decarbonisation targets and how those investments develop year-on-year.</p>

<p>With the second edition of our <strong>State of Europe’s Climate Investment</strong> report, we take stock of the development in investments supporting the climate transition in EU27. Our report assesses the real-economy annual investments needed to meet the 2030 targets set out in the Green Deal and Net Zero Industry Act for the energy, buildings, transport and clean tech manufacturing sectors. We track the actual investments in those sectors in the EU economy, highlight the deficits and analyse challenges to mobilise investments.</p>
<p>&nbsp;</p>
<p>Based on the investment gap, the questions emerge: how do we mobilise sufficient public funding and private capital to accelerate the climate transition? Where should the money come from? What are the policy solutions needed to support the climate transition in times of significant budgetary constraints? And what would a long-term investment plan for Europe’s climate transition look like in the current geo-political situation?</p>

<p>Understanding adaptation costs is crucial for effective climate policy, yet national assessments across Europe remain inconsistent. This session explores methodologies for estimating adaptation costs and monitoring adaptation financing, drawing on insights from international and national initiatives. Panelists showcased best practices from adaptation cost assessments, including macroeconomic and fiscal analyses of adaptation finance. Through expert presentations and interactive discussions, the session identified key policy implications, challenges, and enablers for scaling up adaptation finance. By fostering knowledge exchange and co-developing future research needs, this session enhanced the evidence base for adaptation planning and budgeting at the national and European scale. Key insights will feed into a short think piece, providing actionable insights for policymakers and researchers to strengthen adaptation finance and preparedness in the face of climate change.</p>
