View<a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/15-12-05-Ecofys-Carbon-pricing.pdf\"><span style=\"color: #0066cc;\">\u00a0Noemie&#8217;s presentation<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><em>Emilie Alberola, Program Director, <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong><\/em>\u00a0highlighted some key lessons learned from the EU ETS that would need to be considered to effectively implement an ETS. View\u00a0<a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/15-12-05-Lessons-from-EU-ETS.pdf\"><span style=\"color: #0066cc;\">Emilie&#8217;s presentation<\/span><\/a>\n<ul>\n<li>When designing an emissions cap, interactions with complementary energy policies (RES, EE) and other abatement measures must be accounted for;<\/li>\n<li>Targeted free allocation is necessary to protect vulnerable entities;<\/li>\n<li>For long term effectiveness an ETS requires robust governance and provisions to enhance flexibility<\/li>\n<li>When investing ETS revenues Factors of variability and the leverage effect on private finance should be considered.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><em>Xueman Wang, World Bank<\/em> then discussed how building technical capacity and political willingness are fundamental to the PMR program and mobilizing carbon pricing around the world. View<a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/15-12-05-WB_PMR_Xueman_Wang_COP21.pdf\"><span style=\"color: #0066cc;\">\u00a0Xueman&#8217;s presentation<\/span><\/a><\/li>\n<\/ul>\n<ul>\n<li><em>Wang Shu, Deputy Director, Climate Change Department, National Development Reform Commission (NDRC) spoke<\/em> from China\u2019s ETS experience and the lessons learned from the EU ETS stressing the importance of reliable MRV at facilitating fairness, transparency and trust among the participants. China has also learned from the EU allowances approach and will progressive shift from free allocation to auctioning.
