This event presents options to improve the effectiveness of the EU ETS.<\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\"><strong>Speakers<\/strong><\/span><\/h2>\n<ul>\n<li><em>Beno\u00eet Leguet, Director, <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong><\/em>, highlighted the central role of the EU ETS, to achieve the GHG reductions target cost effectively. He stressed the importance of complementary economic instruments to overcome a wide of investments barriers, but their impact on the quantity based EU ETS should be assessed in a transparent manner. These instruments have driven more than half of emissions reductions in the 2005 to 2011 period, and together with the economic downturn, they have led to a growing surplus and a fall in carbon prices. The Market Stability Reserve (MSR) will help restore short term scarcity and increase resilience, but adequate governance is needed. View <a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/15-12_10-I4CE_COPEC-side-event.pdf\">Benoit&#8217;s presentation<\/a>.<\/li>\n<\/ul>\n<ul>\n<li><em>Manfred Hafner, Vice-President Consulting, Enerdata<\/em>, insisted on the need for setting up complementary policies (Renewable energies, energy efficiency) and objectives in line with emissions reduction target. These complementary polices are likely to become very expensive if not adjusted with GH target accordingly. He highlighted that the enforcement of the MSR will trengthen allowance price in the EU ETS (+25% in 2030 vs reference). View <a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/Enerdata-ETS-Carbon-Price-COP21_20151210.pdf\">Manfred&#8217;s presentation<\/a>.<\/li>\n<\/ul>\n<ul>\n<li><em>Jean-Yves Caneill, Head of Climate policy, EDF<\/em>, acknowledged that the main drivers of carbon price in EU ETS are short term, whereas they should more reflect the long term marginal costs of abating technologies in line with long term targets. He highlighted that the price is too low to influence operations and to forge credible high CO2 price expectations on the long term which are the one mattering for investments. Some kind of price corridor, or increased management of the MSR, as well as real target by 2050 could reinforce long term credibility of the price. View <a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/EC-side-event_10-Years-EUETS_JYC-Copie.pdf\">Jean-Yves&#8217;s presentation<\/a>.<\/li>\n<\/ul>\n<ul>\n<li><em>St\u00e9phanie Croguennec, Head of Clean air Department at Department of Energy and Climate Change of Ministry of Ecology, Sustainable Development, and Energy<\/em>, highlighted that the ambitious European target by 2030 requires an efficient carbon pricing scheme, which however cannot do everything all alone, and needs a combination of policies and measures. A reformed and more flexible EU ETS with the market stability reserve will be a key instrument in this regard. View <a href=\"https:\/\/www.i4ce.org\/wp-core\/wp-content\/uploads\/2015\/12\/Presentation-DGEC_Side-event-I4CE_10.12.2015.pdf\">Stephanie&#8217;s presentation.<\/a><\/li>\n<\/ul>\n<ul>\n<li><em>Florent Journet-Cuenot, Senior Advisor on Energy and Climate \/ Greenhouse gases, Sustainable &amp; Environment Division, Climate-Energy TOTAL <\/em>insisted on <span class=\"hps\">the need for a<\/span> long term <span class=\"hps\">target of<\/span> <span class=\"hps\">CO2 emissions<\/span> <span class=\"hps\">reduction that is <\/span><span class=\"hps\">clear<\/span> <span class=\"hps\">and easily<\/span> <span class=\"hps\">understandable for operators in order to\u00a0<\/span><span class=\"hps\">give visibility<\/span> <span class=\"hps\">for their<\/span> <span class=\"hps\">investment<\/span> <span class=\"hps\">decisions <\/span>. <span class=\"hps\">He recalled<\/span> <span class=\"hps\">that the decrease<\/span> <span class=\"hps\">in CO2 emissions<\/span> <span class=\"hps\">will be effective<\/span> <span class=\"hps\">once the<\/span> <span class=\"hps\">scope<\/span> <span class=\"hps\">of regulations<\/span> <span class=\"hps\">will be the<\/span> <span class=\"hps\">widest possible<\/span> <span class=\"hps\">to limit<\/span> <span class=\"hps\">CO2 emissions<\/span> <span class=\"hps\">imported without<\/span> <span class=\"hps\">cost<\/span> <span class=\"hps\">internalized<\/span>. <span class=\"hps\">To prevent<\/span> <span class=\"hps\">the risk of<\/span> <span class=\"hps\">carbon leakage<\/span>, <span class=\"hps\">the<\/span> <span class=\"hps\">free allocation<\/span> <span class=\"hps\">should be<\/span> <span class=\"hps\">made more flexible<\/span> <span class=\"hps\">and justified<\/span> <span class=\"hps\">to<\/span> <span class=\"hps\">avoid inducing<\/span> windfall profits. <span class=\"hps\">Finally<\/span>, the EU <span class=\"hps\">must remain open<\/span> <span class=\"hps\">to all<\/span> linking of the EU ETS with\u00a0<span class=\"hps\">other<\/span> <span class=\"hps\">jurisdictions<\/span>.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Date: 10th December, 1pm \u2013 3pm Location:\u00a0French\u00a0Pavilion Partner(s): Enerdata &nbsp; and Enerdata have conducted a research program on the EU ETS, the EU\u2019s central climate policy, to prepare economic policy makers for the revision of the 2030 climate and energy package and the EU ETS directive for its Phase IV.
