The decision to triple adaptation funding by 2035 disappointed many, with its distant time horizon, lack of baseline and non-binding wording. COP30 also missed the opportunity to engage with \u2013 and build consensus around \u2013 concrete measures outlined in the <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Relatorio_Roadmap_COP29_COP30_EN_final.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Relatorio_Roadmap_COP29_COP30_EN_final.pdf\">Baku to Bel\u00e9m roadmap<\/a> to get to $1.3 trillion. Instead, it defaulted to launching new processes \u2013 a work programme on climate finance and a ministerial roundtable on the NCQG. \u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>Still, outside negotiation rooms, Bel\u00e9m delivered tangible progress. Public development banks rose to the occasion. For example, multilateral development banks <a href=\"https:\/\/idbinvest.org\/en\/publications\/joint-mdb-statement-cop30\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/idbinvest.org\/en\/publications\/joint-mdb-statement-cop30\">renewed<\/a> their commitment to climate-smart development. The IDFC \u2013 public banks weighing $600 billion annually \u2013 <a href=\"https:\/\/www.idfc.org\/wp-content\/uploads\/2025\/11\/cop30-idfc-state-of-ambition.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.idfc.org\/wp-content\/uploads\/2025\/11\/cop30-idfc-state-of-ambition.pdf\">confirmed<\/a> their support to the \u201ctransition away from fossil fuels\u201d while negotiators remained divided on the very same item. A large group of public and private financial actors also recognized the importance of \u00a0\u201c<a href=\"http:\/\/www.unepfi.org\/publications\/transformational-finance-for-climate-unlocking-systemic-effects\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"http:\/\/www.unepfi.org\/publications\/transformational-finance-for-climate-unlocking-systemic-effects\/\">transformational finance<\/a>\u201d to unlock systemic climate impacts.<\/p>\n<p>&nbsp;<\/p>\n<p>Bel\u00e9m showed that coalitions of the willing can drive progress. A good example is the <a href=\"https:\/\/solidaritylevies.org\/fr\/cop30\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/solidaritylevies.org\/fr\/cop30\/\">expansion<\/a> of the Premium Flyers Solidarity Coalition, which now includes 9 countries \u2013 Brazil joined as an observer. \u00a0<\/p>\n<p>&nbsp;<\/p>\n<p><strong><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/strong>and IDDRI published a <a href=\"https:\/\/www.i4ce.org\/en\/publication\/how-solidarity-levies-can-help-bridge-climate-development-finance-gap\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.i4ce.org\/en\/publication\/how-solidarity-levies-can-help-bridge-climate-development-finance-gap\/\">report<\/a> on the use of proceeds from such solidarity levies for development and climate action. Combining analyses of climate finance flows, an assessment of selected countries\u2019 priorities, and a review of existing frameworks for the allocation of debt-free finance, it concludes that there is strong case for investing solidarity levy revenues on adaptation and resilience in Least Developed Countries and Small Island Developing States.<\/p>\n<p>&nbsp;<\/p>\n<p>Coalitions of the willing are no substitute for multilateral agreements, but they can help unlock them.
