It is a carbon tax applied at the borders of the European Union to imports of certain industrial products covered by the EU Emissions Trading System (EU ETS). Nitrogen-based mineral fertilisers are included in this initial list of products.\u00a0To avoid an increase in costs for the farmers concerned, the level of the tax has been reduced for fertilisers, and they may even be temporarily excluded from the scope of the CBAM. Yet, for the climate, but also for France\u2019s strategic independence and food sovereignty, the CBAM will ultimately have to be fully applied to mineral fertilisers. To limit or even avoid an increase in farmers\u2019 fertiliser expenditure, we need public policies \u2013 some of which are currently under threat. Ring-fencing budgets for these policies would be a way to support farmers\u2019 incomes and the food sovereignty of both the European Union and France, while reducing the carbon footprint of our food system.\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\"><b>A CBAM on nitrogen fertilisers would help reduce greenhouse gas emissions, while also strengthening France\u2019s strategic independence and food sovereignty\u2026<\/b>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">The primary\u00a0objective\u00a0of the CBAM is to reduce \u201ccarbon leakage\u201d linked to the EU Emissions Trading System (EU ETS). This system increases the cost of EU production subject to it, which can encourage greater imports and thus shift CO\u2082 emissions elsewhere without reducing them overall. By taxing the carbon content of products imported from non-EU countries at the same level as the carbon price within the EU, the CBAM removes the comparative advantage of imports and contributes both to climate\u00a0objectives\u00a0and to the competitiveness of European industries.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">In its\u00a0initial\u00a0phase, the CBAM covers so-called \u201csimple\u201d products that are at\u00a0high risk\u00a0of carbon leakage. Nitrogen-based mineral fertilisers, widely used in crop production, are among these products. However, on 7 January 2026,\u00a0<\/span><a href=\"https:\/\/x.com\/AnnieGenevard\/status\/2008924068532150521\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">the French Minister of Agriculture announced<\/span><\/a><span data-contrast=\"auto\"> that\u00a0<\/span><span data-contrast=\"auto\">it<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">had secured the temporary exclusion of fertilisers from the mechanism (retroactive to 1 January).<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Yet, particularly for France, a CBAM on fertilisers would be a powerful lever for strategic independence and food sovereignty.\u00a0<\/span><a href=\"https:\/\/www.franceagrimer.fr\/node\/3406\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">France is the largest importer of nitrogen fertilisers in the EU<\/span><\/a><span data-contrast=\"auto\">: in 2024, more than two-thirds of the nitrogen consumed was imported (<\/span><a href=\"https:\/\/agriculture.gouv.fr\/telecharger\/142661\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">source 1<\/span><\/a><span data-contrast=\"auto\">,\u00a0<\/span><a href=\"https:\/\/agriculture.gouv.fr\/telecharger\/133700\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">source 2<\/span><\/a><span data-contrast=\"auto\">), generating a trade deficit of \u20ac1.1 billion. While 60% of these imported nitrogen fertilisers come from within the European Union, the remainder mainly comes from Egypt, Algeria, the United States, Russia, and Trinidad and Tobago. Reducing these imports would also reduce our dependence on these countries for a product as strategic as fertilisers for French agricultural and food production. This objective should be <\/span><span data-contrast=\"auto\">even<\/span><span data-contrast=\"auto\">\u00a0more of a priority in 2026, as the \u201cfood sovereignty conferences\u201d required by the Agricultural Orientation Act are due to begin.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\"><b>\u2026but\u00a0<\/b><b>risk <\/b><b>increas<\/b><b>ing <\/b><b>farmers\u2019 costs if\u00a0<\/b><b>the right <\/b><b>public policies are not implemented<\/b>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">The CBAM increases the cost of fertilisers for importers, and therefore for farmers. The level of the tax has thus been limited for fertilisers,\u00a0<\/span><a href=\"https:\/\/www.lemonde.fr\/planete\/article\/2025\/12\/17\/taxe-carbone-la-commission-europeenne-amenage-la-mesure-sur-les-engrais-importes-pour-soutenir-les-agriculteurs-en-crise_6658339_3244.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">reducing the additional cost to around\u00a07% in 2026 according to the European Commission<\/span><\/a><span data-contrast=\"auto\">, and fertilisers may be temporarily excluded from the scope of the tax. However, this\u00a0additional\u00a0cost will eventually materialise once the CBAM provisions are fully applied. Without other changes, this would lead to a substantial increase in fertiliser costs for arable farming sectors (cereals,\u00a0oilseeds\u00a0and protein crops, etc.), which have already experienced three consecutive years of unfavourable economic conditions.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">This increase in costs is not inevitable. Although it is far from easy, farmers can reduce their use of synthetic nitrogen fertilisers. Consumption\u00a0<\/span><a href=\"https:\/\/www.unifa.fr\/statistiques-du-secteur\/les-statistiques-de-campagne-retrouvez-lhistorique-des-campagnes-de\"><span data-contrast=\"none\">has already fallen by 15% since 2020<\/span><\/a><span data-contrast=\"auto\">\u00a0in response to price increases caused by the war in Ukraine. The draft\u00a0<\/span><a href=\"https:\/\/www.ecologie.gouv.fr\/politiques-publiques\/3e-strategie-nationale-bas-carbone-snbc-3\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">National Low-Carbon Strategy<\/span><\/a><span data-contrast=\"auto\">\u00a0plans a further reduction of the same\u00a0magnitude\u00a0by 2030, and a halving by 2050 compared with 2020 levels.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Three main, non-mutually exclusive pathways are available to farmers to reduce their consumption of nitrogen fertilisers, <\/span><span data-contrast=\"auto\">outlined<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">here in order of increasing difficulty of implementation:<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span data-contrast=\"auto\">Optimising\u00a0fertilisers use\u00a0practices, i.e.\u00a0maintaining\u00a0or even increasing yields while using less fertiliser but in a more efficient way.<\/span><\/li>\n<li><span data-contrast=\"auto\">Replacing synthetic mineral fertilisers with organic fertilisers, in particular livestock effluents but also crop residues.<\/span><\/li>\n<li><span data-contrast=\"auto\">Introducing legumes into crop rotations, i.e. adding a legume crop (peas, faba beans, soybeans, lentils, etc.) into the sequence of crops grown on fields (wheat, barley, oilseed rape, for example). These crops\u00a0have the ability to\u00a0capture nitrogen from the atmosphere and store it in the soil for the following crop.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\"><b>Some of the<\/b><b>\u00a0public policies\u00a0<\/b><b>supporting\u00a0<\/b><b>a reduction of nitrogen fertilisers\u00a0<\/b><b>are <\/b><b>under threat and need to be preserved<\/b>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Without listing all the barriers to the adoption of these practices, we draw attention to two public policies that are currently under threat, despite being key to removing certain obstacles.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">First, the scheme supporting the structuring of plant protein value chains b<\/span><span data-contrast=\"auto\">enefit from\u00a0very little\u00a0public funding. Yet this measure is essential, as one of the major barriers for farmers is the lack of sufficiently attractive markets for these crops.\u00a0<\/span><a href=\"https:\/\/www.i4ce.org\/planification-ecologique-de-l-agriculture-regarder-par-dessus-la-haie-climat\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Introduced alongside other ecological planning measures in the 2024 state budget<\/span><\/a><span data-contrast=\"auto\">, it was initially\u00a0allocated\u00a0\u20ac100 million in commitment\u00a0appropriations\u00a0and \u20ac65 million in payment appropriations. These funds were drastically reduced following budget cuts: only \u20ac14 million was\u00a0actually spent\u00a0in 2024, and no funding was explicitly\u00a0allocated\u00a0for 2025 or for 2026 in the government\u2019s\u00a0initial\u00a0draft.\u00a0<\/span><a href=\"https:\/\/agriculture.gouv.fr\/telecharger\/152574\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">The government finally announced on 10 January<\/span><\/a><span data-contrast=\"auto\">\u00a0that \u20ac30 million would be\u00a0allocated\u00a0to the protein plan and two other measures. The same letter also announced \u20ac40 million in aid for the most vulnerable arable farming operations; it would be relevant for this aid to steer farms towards low-input systems.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Second, the implementation of the\u00a0Arable\u00a0crops\u00a0method under the Low-Carbon Label is under threat, notably due to a lack of funding. The Label certifies greenhouse gas emission reductions and CO\u2082 storage from agricultural and forestry projects, with the aim\u00a0of securing\u00a0remuneration\u00a0from\u00a0mainly private\u00a0actors. The arable crops method certifies projects in arable farming and covers, among other things, the three levers described above. However, agricultural projects under the Label are currently facing significant difficulties, notably due to a lack of private funding, which is more often directed towards forestry projects. This tool is nevertheless particularly well suited to providing financial support to farmers while\u00a0maintaining\u00a0the\u00a0objective\u00a0of reducing emissions, particularly those linked to fertilisers.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">These schemes can be partially financed by private actors,\u00a0through\u00a0voluntary or mandatory\u00a0participation, but they require a minimum level of public funding to be mobilised\u00a0immediately. I4CE","og_description":"The Carbon Border Adjustment Mechanism (CBAM) came into force on 1 January 2026. It is a carbon tax applied at the borders of the European Union to imports of certain industrial products covered by the EU Emissions Trading System (EU ETS). Nitrogen-based mineral fertilisers are included in this initial list of products.\u00a0To avoid an increase in costs for the farmers concerned, the level of the tax has been reduced for fertilisers, and they may even be temporarily excluded from the scope of the CBAM. Yet, for the climate, but also for France\u2019s strategic independence and food sovereignty, the CBAM will ultimately have to be fully applied to mineral fertilisers. To limit or even avoid an increase in farmers\u2019 fertiliser expenditure, we need public policies \u2013 some of which are currently under threat.
