As the Americans would say, 2026 feels like a case of \u2018<\/span><\/span>d\u00e9j\u00e0 vu<\/span><\/span>\u2019… petrol prices are skyrocketing, against the backdrop of war. And the\u00a0<\/span>government<\/span><\/span>\u00a0will very quickly find\u00a0<\/span><\/span>itself<\/span><\/span><\/span>\u00a0<\/span>under pressure to\u00a0<\/span>come up with<\/span>\u00a0<\/span>s<\/span>olutions<\/span>.\u00a0<\/span>While short-term fixes will be tempting, s<\/span>tructural solutions are needed<\/span>\u00a0t<\/span>o protect\u00a0<\/span>people<\/span>\u00a0<\/span>once and for all<\/span>, and particularly those on low incomes, from recurring spikes in oil prices.<\/span>\u00a0Lessons\u00a0<\/span>learned\u00a0<\/span>the hard way\u00a0<\/span>from France<\/span>.<\/span><\/span>\u00a0<\/span><\/strong><\/p>\n

 <\/p>\n

France, autumn 2021: faced with a sharp rise in energy prices, the\u00a0French\u00a0government announces a package of emergency measures within a few months to protect households and businesses. Cost to the public\u00a0finances\u00a0from 2021 to 2024:\u00a0nearly \u20ac100 billion, including \u20ac10 billion for aid\u00a0directly linked\u00a0to rising fuel prices alone.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

France,\u00a0March 2026: faced with a sharp rise in energy prices, questions about what the government should do are resurfacing. And whilst the\u00a0French\u00a0local elections partially overshadowed the search for solutions to the price crisis\u00a0until last week, the\u00a0French\u00a0government will need to stand firm in the coming weeks.\u00a0Particularly on\u00a0the urgent issue of oil.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/h2>\n

No discount at the pump<\/b>\u00a0<\/span><\/h2>\n

2022 was the year of the pump discount\u00a0in France, and in many other Member States. In the absence of preparation, resorting to\u00a0such a\u00a0measure made\u00a0political sense: immediate implementation; via an existing distribution channel; and visible\u00a0assistance\u00a0with every fill-up.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

But this discount suffers from the same three flaws as a\u00a0generalised\u00a0reduction in fuel taxes.\u00a0Inefficient, it\u00a0benefited\u00a0many households that had\u00a0absolutely no need for it. A drain on public funds, it cost\u00a0France\u00a0\u20ac8 billion in 2022.\u00a0Disastrous for\u00a0sovereignty, it\u00a0further\u00a0trapped\u00a0the country\u2019s economy\u00a0in\u00a0its\u00a0costly dependence on imported oil.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Imperative in 2026, for all\u00a0the EU\u00a0Member States: reserve any\u00a0pump discount or similar measure\u00a0solely\u00a0for\u00a0low-income households with no\u00a0alternative, and\u00a0set a time limit on it.\u00a0The European Council, in its conclusions on March 19,\u00a0called\u00a0on the Commission to present a toolbox of targeted temporary measures to address the recent spikes in the prices of imported fossil fuels.\u00a0<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Energy sufficiency<\/b>\u00a0<\/span><\/h2>\n

Now, however, is the time to implement an energy\u00a0sufficiency\u00a0plan, as\u00a0France and other\u00a0EU Member States\u00a0did\u00a0in 2022.\u00a0First, individual\u00a0energy\u00a0sufficiency, which can be implemented\u00a0immediately, at least for those who have the means to do so: carpooling, driving more slowly to reduce fuel consumption,\u00a0using\u00a0public transport, cycling, and working from home.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Collective\u00a0energy\u00a0sufficiency\u00a0next, which can be implemented in the short term. By developing public transport, and more broadly by promoting alternatives to single-occupancy car use:\u00a0utilising\u00a0existing road infrastructure with cycle lanes or express bus lanes; using the current vehicle fleet to develop carpooling routes; developing on-demand transport with electric vehicles; and reducing speed limits. Local authorities will be key\u00a0in\u00a0implementing\u00a0this collective aspect.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Going electric<\/b>\u00a0<\/span><\/h2>\n

Finally, let us remember that the problem with petrol prices at the pump\u2026 is petrol itself. Now is the time to switch to\u00a0electric.\u00a0A\u00a0household with an old combustion-engine vehicle that buys an electric vehicle on credit saves around ten euros a month. Immediately. The millions of\u00a0households that have already\u00a0switched to\u00a0electric\u00a0are, in fact,\u00a0largely spared\u00a0by the rise in fuel prices.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

For low- and middle-income households, the high\u00a0initial\u00a0cost of an electric vehicle is a barrier.\u00a0In France, social leasing has already enabled 100,000 low-income households to\u00a0acquire\u00a0one in 2024 and 2025.\u00a0Expanding\u00a0similar\u00a0schemes\u00a0across\u00a0more\u00a0EU\u00a0Member States\u00a0would provide permanent protection for\u00a0more households, at a minimal cost. In the case of France, protecting\u00a0a further 200,000 households each year\u00a0would\u00a0cost \u20ac1.6 billion per year \u2013 equivalent to a widespread discount at the pump of just 3 cents per\u00a0litre.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

And for\u00a0households unable to\u00a0benefit\u00a0from the scheme\u00a0immediately, targeted, time-limited support with priority access to future leasing schemes.\u00a0A way of preparing for the transition ahead.\u00a0And of revealing latent demand to car manufacturers, as a prelude to ambitious electrification plans led by Member States.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
