Returning from a summer marked by soaring temperatures, wildfires and drought, the EU is entering a season of decisive negotiations. The outcomes will determine the bloc\u2019s ability to respond to the urgent challenges of a changing climate and accelerate the decarbonisation of the economy, essential to Europe\u2019s transition away from Russian gas.<\/strong><\/p>\n

 <\/p>\n

Europe currently invests 534 billion euros annually in the energy, buildings, transport and cleantech manufacturing sectors. To reach the 878 billion euros required to meet the EU\u2019s 2030 objectives, an additional 344 billion euros are needed each year. In addition, the European Commission estimates that about \u20ac70 billion per year is needed in climate adaptation. For an energy-independent future, a competitive Europe and to protect the population, the EU, Member States, subnational governments and the private sector must prepare to accelerate investment.<\/p>\n

 <\/p>\n

The<\/span>\u00a0<\/span>proposed\u00a0<\/span>\u20ac2 trillion<\/span>\u00a0<\/span>EU budget (2028 \u2013 2034) will be at the center of attention<\/span>.\u00a0<\/span>\u00a0<\/span>W<\/span>ith limited fiscal space in many Member States, combined with a growing\u00a0<\/span>nu<\/span>mber<\/span>\u00a0of\u00a0<\/span>challenges to tackle, a lot of debate will focus on the overall size of the EU budget<\/span>,<\/span>\u00a0<\/span>new\u00a0<\/span>reven<\/span>ue st<\/span>ream for the\u00a0<\/span>EU<\/span>,<\/span>\u00a0and the headline priorities.<\/span>\u00a0<\/span>Although the EU budget is a significant public<\/span>\u00a0<\/span>investment muscle,\u00a0<\/span>at<\/span>\u00a0<\/span>1.26% of the E<\/span>U<\/span>\u2019s<\/span>\u00a0<\/span>GNI<\/span>\u00a0<\/span>it<\/span>\u00a0<\/span>will\u00a0<\/span>remain<\/span><\/span>\u00a0<\/span>li<\/span>mited co<\/span>mpare<\/span>d to\u00a0<\/span>the collective spending power of Member States.<\/span>\u00a0<\/span>Therefo<\/span>re,\u00a0<\/span>g<\/span>etting the\u00a0<\/span>wide<\/span>r\u00a0<\/span>toolbox\u00a0<\/span>right<\/span>\u00a0<\/span>\u2013<\/span>\u00a0<\/span>also\u00a0<\/span>beyo<\/span>nd t<\/span>he\u00a0<\/span>EU budge<\/span>t<\/span>\u00a0<\/span>\u2013\u00a0<\/span>w<\/span>ill be<\/span>\u00a0essential<\/span>.<\/span><\/span><\/p>\n

 <\/p>\n

The European Competitiveness Fund (ECF) is the EU\u2019s best bet at financing its clean industrial ambitions. It will need not only a strong public budget allocation but also a data driven approach to guide strategic choices and investment decisions for Europe\u2019s industries of the future. The ECF must also boost the mobilisation of private capital, including from commercial banks. Despite the ambition to support the cleantech sector, the scale-ups struggle to secure long-term bank loans. The barrier is less of a shortage of capital than a shortage of bankable projects. Helping more projects reach bankability faster will require targeted early-stage public derisking tools, stronger equity support, and local ecosystem clusters.<\/p>\n

 <\/p>\n

With the future of the EU\u2019s Emission Trading System also up for debate, the coming months will see the acceleration of important design discussions \u2013 from launching contracts for difference under the Industrial Decarbonisation Bank to refocusing the Innovation Fund towards riskier, highly innovative projects. Revenues are crucial not only for supporting national investment in decarbonsing the industry, but for supporting European mechanisms developing the climate innovation needed tomorrow.\u202f<\/p>\n

 <\/p>\n

The\u00a0<\/span>pr<\/span>oposal<\/span>\u00a0for a<\/span>\u00a0revis<\/span>ed<\/span>\u00a0Governance of the Energy Union regulation<\/span>,<\/span>\u00a0ex<\/span>pected\u00a0<\/span>tow<\/span>ards the e<\/span>nd of the\u00a0<\/span>year<\/span>,<\/span>\u00a0<\/span>is<\/span>\u00a0an<\/span>\u00a0<\/span>opportunity to\u00a0<\/span>reinfor<\/span>ce\u00a0<\/span>clean tr<\/span>ansition\u00a0<\/span>implementation mea<\/span>sure<\/span>s<\/span>.<\/span>\u00a0<\/span>T<\/span>urn<\/span>ing<\/span>\u00a0the\u00a0<\/span>current\u00a0<\/span>National Energy and Climate Plans into investment plans<\/span>\u00a0<\/span>could<\/span>\u00a0<\/span>actively steer economic transformation and guide public and private investment<\/span>\u00a0<\/span>for both\u00a0<\/span>miti<\/span>gation and\u00a0<\/span>adap<\/span>tation<\/span>\u00a0me<\/span>a<\/span>s<\/span>ure<\/span>s<\/span>.\u00a0<\/span>It wou<\/span>ld<\/span>\u00a0<\/span>deliver<\/span>\u00a0<\/span>on<\/span>\u00a0investors\u2019 demand for clear and predictable national investment strategies in the medium term<\/span>, in<\/span>crea<\/span>sing res<\/span>ilience i<\/span>n the face<\/span>\u00a0of\u00a0<\/span>future e<\/span>nergy cris<\/span>e<\/span>s<\/span>.<\/span><\/span><\/p>\n

 <\/p>\n

The EU\u2019s Integrated Framework for Climate Resilience and Risk Assessment will also be unveiled towards the very end of the year. It should lift the Europe-wide ambition on adaptation policies. In a space of overlapping competences between local, regional, national and the EU level, proposals much offer clarity on the sticky issues of who pays for the much-needed adaptation measures across different levels of government.<\/p>\n

 <\/p>\n

The proposed introduction of a \u201cclimate resilience by design\u201d approach in the next EU budget period can go some way in ensuring that resilience and adaptation considerations are embedded in EU-funded investments in for example infrastructure, water management, agriculture, energy, transport, buildings and civil protection. If the objective is efficiency in public spending, the challenge will be to ensure a solid application across EU funding programmes.<\/p>\n

 <\/p>\n

Finally,\u00a0<\/span>t<\/span>he\u00a0<\/span>re<\/span>cent<\/span>\u00a0EU Electrification Action Plan\u00a0<\/span>focuses on reducing the price gap between electricity and fossil fuels<\/span>\u00a0<\/span>and\u00a0<\/span>set<\/span>s<\/span>\u00a0the scene for a critical debate<\/span>\u00a0later in the year<\/span>\u00a0on the Union\u2019s electrification target<\/span>.\u00a0<\/span>Low<\/span>erin<\/span>g the up<\/span>front\u00a0<\/span>costs for\u00a0<\/span>electrific<\/span>ation\u00a0<\/span>for en<\/span>d<\/span>-use<\/span>r, inc<\/span>luding\u00a0<\/span>house<\/span>holds,<\/span>\u00a0will be<\/span>\u00a0<\/span>essent<\/span>ial<\/span>\u00a0t<\/span>o\u00a0<\/span>ensure\u00a0<\/span>buy<\/span>\u00a0in\u00a0<\/span>and\u00a0<\/span>public supp<\/span>ort for\u00a0<\/span>the\u00a0<\/span>clean\u00a0<\/span>transitio<\/span>n<\/span>.<\/span>\u00a0<\/span>T<\/span>his\u00a0<\/span>w<\/span>ill be\u00a0<\/span>the\u00a0<\/span>back<\/span>dr<\/span>op<\/span>\u00a0f<\/span>or<\/span>\u00a0<\/span>I4CE<\/span>\u2019s\u00a0<\/span>fort<\/span>hcoming\u00a0<\/span>resear<\/span>ch<\/span>,<\/span>\u00a0<\/span>focus<\/span>sing<\/span>\u00a0o<\/span>n<\/span>\u00a0<\/span>the\u00a0<\/span>afforda<\/span>bility<\/span>\u00a0<\/span>of<\/span>\u00a0<\/span>electric vehicle<\/span>s<\/span>\u00a0or heat pump<\/span>s<\/span>\u00a0<\/span>for\u00a0<\/span>low- and middle-income<\/span>\u00a0<\/span>househ<\/span>olds\u00a0<\/span>in\u00a0<\/span>the\u00a0<\/span>E<\/span>U<\/span>\u00a0and\u00a0<\/span>t<\/span>he<\/span>\u00a0<\/span>publi<\/span>c polic<\/span>ies\u00a0<\/span>nee<\/span>ded<\/span>\u00a0t<\/span>o\u00a0<\/span>effective<\/span>ly deli<\/span>ver this<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n
