COP31 begins next week, with renewed attention on turning climate commitments into investments. A year ago, COP30 put implementation centre stage and invited countries to develop implementation and investment plans for their nationally determined contributions (NDCs). It also saw 13 countries and one regional initiative announce plans for new country platforms, alongside the launch of a hub to support them. The COP31 Presidency is pursuing this agenda through its Climate Implementation Bridge initiative, which aims to help countries develop investment-ready project portfolios and connect them with public and private finance. Yet countries are not starting from scratch: financing strategies, investment plans and country platforms are already in place or being developed to support these objectives. With these efforts multiplying, a crucial question remains: what makes them effective in practice?<\/strong><\/p>\n

Climate investment plans aim to\u00a0translate national priorities into investment decisions and mobilise finance. While even a well-designed and effectively implemented plan cannot, on its own, overcome broader barriers such as limited fiscal space or high financing costs, it remains an essential tool towards meeting investment needs and achieving climate targets. Frameworks such as the Integrated National Financing Framework (UNDP) and the Climate Investment Planning and Mobilization Framework (NDC-Partnership & GCF) offer necessary guidance to develop such plans, with broad convergence on key ingredients: clear investment priorities, strong institutional capacities and credible long-term signals to mobilise investment. But these good practices may not be sufficient to guide decisions and explain how implementation is achieved on the ground. What enables investment plans to mobilise finance and deliver results? Learning from countries\u2019 experience is essential to move beyond general recommendations and make the next generation of plans more effective.<\/p>\n

These questions are at the heart of I4<\/span>CE<\/strong>‘s ongoing international work and our contribution to COP31 focus on these issues: the success factors of national climate investment planning approaches, and the role of national development banks in implementing them.
