However, due to the lack of base data to work with, they are forced to various assumptions. When combined with variations in the scope of instruments, the dimensions of climate, nature, and development actions considered, and other\u00a0methodological choices, this results in widely divergent estimates (See Figure below).<\/span><\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center;\"><strong><span style=\"font-size: 16px;\">Figure. CPI, 2023; ETC, 2023; IEA\/IFC, 2023; Songwe, Stern and Bhattacharya, 2022; McKinsey &amp; Company, 2022; UNFCCC SCF, 2021; UNEP, 2023).<\/span><\/span><\/span><span class=\"EOP SCXW161609114 BCX8\" data-ccp-props=\"{&quot;335551550&quot;:2,&quot;335551620&quot;:2}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><span data-contrast=\"auto\">\u200b<\/span><span data-contrast=\"auto\">One key reference figure, serving as an anchor in international negotiations, is the estimate by the Independent High-Level Expert Group on Climate Finance (IHLEG).\u00a0Their\u00a0third\u00a0report estimates\u00a0that\u00a0<strong>approximately US$2.4 trillion\u00a0in investment are needed annually by 2030\u00a0in EMDEs, excluding China<\/strong>, to support five key areas of climate action: clean energy transition, adaptation and resilience, loss and damage, natural capital and just transition.<\/span><\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><strong>\u200b<\/strong><span data-contrast=\"auto\"><strong>Such\u00a0estimates\u00a0offer valuable signals for raising awareness and structuring international negotiations, but\u00a0they often fall short of guiding concrete country-level action or supporting effective mobilisation strategies<\/strong>.\u00a0Several key limitations undermine their practical usefulness.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><strong>\u200b<\/strong><span data-contrast=\"auto\"><strong>Inconsistent assumptions and targets<\/strong> undermine the coherence and credibility of aggregated needs estimates.\u00a0For example, the IHLEG\u00a0figure\u00a0relies for each area\u00a0of climate action\u00a0on external assessments, including the IEA\u2019s Net-Zero scenario and UNEP\u2019s Adaptation Gap Report, which\u00a0sometimes\u00a0rely on definitions and assumptions that are not\u00a0aligned\u00a0with each other.\u00a0<\/span><\/span><\/li>\n<li><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><span data-contrast=\"auto\"><strong>Conceptual divergences surrounding the additionality of\u00a0climate action\u00a0<\/strong>\u2013\u00a0in\u00a0particular\u00a0the\u00a0boundary between climate and development finance, as well as\u00a0the consideration of the incremental or total costs of climate action\u00a0\u2013\u00a0can result\u00a0in\u00a0very different\u00a0figures of investment needs.<\/span><\/span><\/li>\n<li><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><strong>\u200b<\/strong><span data-contrast=\"auto\"><strong>Most estimates only cover investment needs, excluding the cost of capital<\/strong>, which is particularly high in EMDEs and hinders public and private developers from financing climate projects.\u00a0Financing\u00a0needs estimates should be aligned with realistic assessments of available financial resources,\u00a0taking into account\u00a0the cost of capital,\u00a0to avoid gaps between ambition and feasibility.<\/span><\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\">Objective<\/span><\/h2>\n<p><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><span data-contrast=\"auto\">Given the high profile of\u00a0such\u00a0figures in international talks, <strong>this project\u00a0aims to\u00a0explore\u00a0the main limitations of existing figures and\u00a0identify\u00a0areas for improvement<\/strong>,\u00a0in order for\u00a0climate financing needs estimates <strong>to meaningfully inform both\u00a0international\u00a0policy discussions and finance mobilisation efforts\u00a0at country level<\/strong>.<\/span><\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\"> \u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><span data-contrast=\"auto\">\u200b<\/span><span data-contrast=\"auto\">This research project draws upon I4CE\u2019s\u00a0expertise\u00a0in transition financing plans and national-level financing\u00a0needs assessments.<\/span><\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span aria-label=\"Paragraphe de contr\u00f4le de contenu de texte enrichi\"><span data-contrast=\"auto\">\u200b<\/span><span data-contrast=\"auto\">A first\u00a0report\u00a0was published in July 2025.
