Context<\/b><\/span>\u00a0<\/span><\/h2>\n

We now have an increasingly clear overview of the identified adaptation financing needs in France. Previous I4<\/span>CE<\/strong> research showed that initial discussions on how to meet these needs and the associated financing models were already taking place, but without being very advanced or conclusive.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

However, with the gradual implementation of the 3<\/span>rd<\/span>\u00a0French\u00a0National Adaptation Plan (PNACC3), the issue is maturing and these financing questions will become increasingly concrete and pressing. Once the vulnerability studies have been conducted, it will be time to choose the preferred modes of intervention, and the economic model of the\u00a0various options\u00a0available and the resources available will inevitably be a key criterion in these choices.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

These discussions will be intrinsically political, at both the local and national levels,\u00a0in a pre-<\/span>election context\u00a0that will be conducive to debating contrasting views on the attitudes to adopt (for example, on the level of robustness of critical infrastructure, support for the most impacted economic sectors, or addressing the relocation needs of the most exposed territories).<\/span>\u00a0<\/span><\/p>\n

They will take place in a context of severe constraints on public finances, which leads to a twofold challenge: on the one hand, successfully\u00a0<\/span>directing public money where it is essential<\/span><\/b>\u00a0and makes a real difference, and on the other hand,\u00a0<\/span>considering non-budgetary levers of action that will enable sufficient resources<\/span><\/b>, including private resources, to be directed towards adaptation.<\/span>\u00a0<\/span><\/p>\n

Project objectives<\/b>\u00a0<\/span><\/h2>\n

The\u00a0objective\u00a0of this project is to build and gradually enrich a mapping\u00a0of who is expected to meet which needs and to what extent\u00a0in order to\u00a0engage each actor\u2014the state, local authorities, public financial institutions, and economic partners\u2014in taking responsibility for supporting adaptation. The aim is to document credible options and the most operational financing models possible, tailored to each\u00a0adaptation\u00a0need.<\/span>\u00a0<\/span><\/p>\n

Ultimately, the\u00a0collective ambition is to see the emergence of genuine adaptation programs\u2014both national and regional\u2014with clear governance and financing models so that adequate resources can be directed toward the various needs.<\/span>\u00a0<\/span><\/p>\n
