I4<\/span>CE<\/strong>\u2019s response to the European Commission Consultation on the Revision of the Governance Regulation for the Energy Union and Climate Action<\/strong><\/span><\/p>\n

 <\/p>\n

Adopted in 2018, the Governance Regulation of the Energy Union and Climate Action\u00a0aims\u00a0at strengthening\u00a0the coordination of energy and climate policies across the European Union (EU). A central tool of this regulation is the National Energy and Climate Plan (NECP), developed by each Member State, which\u00a0lists\u00a0all sectoral national actions planned to reduce emissions\u00a0in the medium run. The Commission ensures on this basis\u00a0that the combined actions of the 27 plans allow the EU to achieve its climate\u00a0objectives.<\/span><\/b>\u00a0<\/span><\/p>\n

In December, the European Commission launched a\u00a0public consultation<\/a>\u00a0to inform the next revision of the regulation, scheduled for the last quarter of 2026. The Commission is particularly seeking stakeholders\u2019 views on the need to transform NECPs into\u00a0real\u00a0investment plans<\/i>.\u00a0<\/p>\n

 <\/p>\n

In its consultation\u2019s response, I4<\/span>CE<\/strong> emphasises that transforming the NECPs into investment plans represents a real opportunity for Member States to implement long-term investment planning. Done well, the investment plans could become essential tools to keep the transition on track in the face of future energy crises. This would also serve to meet investors\u2019 demand for clear and predictable national investment strategies in the medium term.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

An investment plan has the capacity to actively steer economic transformation and guide public and private investment.\u00a0However, to remain effective, these plans must go beyond a simple compliance exercise and be\u00a0supported\u00a0by real political ambition. They must reflect national priorities, which differ\u00a0in each\u00a0Member States, and\u00a0their framework should\u00a0adapt to existing investment strategies.\u00a0<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Building on its previous work, I4<\/span>CE<\/strong> identifies four key building-blocks of an energy and climate investment plan (<\/span>see\u00a0figure 1<\/span><\/i>).\u00a0The\u00a0objective\u00a0of this proposal is to support policymakers in designing their investment plans by providing them with key\u00a0initial\u00a0elements that should be included.\u00a0<\/span><\/p>\n

Thus, an effective investment plan\u00a0should\u00a0include:<\/span>\u00a0<\/span><\/p>\n

    1. The translation of energy-climate\u00a0objectives\u00a0into sectoral investment roadmaps,\u00a0reflecting financial needs by\u00a0priority\u00a0sectoral climate actions,\u00a0with regard to\u00a0current investment levels.\u00a0<\/span>\n

       <\/p>\n<\/li>\n

    2. The definition of\u00a0public policies and spendings\u00a0to\u00a0meet the\u00a0climate\u00a0investment\u00a0needs,\u00a0and their financing.\u00a0<\/span>\n

       <\/p>\n<\/li>\n

    3. The production of macroeconomic impact analysis of the defined actions to ensure robustness at the state level.\u00a0<\/span>\n

       <\/p>\n<\/li>\n

    4. And the implementation of a dynamic assessment system, allowing Member States to regularly evaluate and revise their plan to improve their effectiveness, for example through a biennial review of the plans.\u00a0<\/span>\u00a0<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n

       <\/p>\n

      Finally, I4<\/span>CE<\/strong> examines the factors that could encourage the effective implementation of the plans. The European Commission could propose to link the disbursement of EU funds to the achievement of milestones defined on the basis of the plans, support Member States\u2019 capacity-building for the elaboration of the plans, and improve the tracking of private investments, by mandating National Competent Authorities (NCAs) to aggregate transition-related information in CSRD reports of listed companies.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
