China is\u00a0consolidating\u00a0its industrial lead, the United States is playing an unpredictable game with subsidies and tariffs, and mounting geopolitical tensions are redrawing global supply chains,\u00a0laying bare Europe\u2019s strategic dependencies in energy and industry. <\/strong><\/p>\n<p><strong>Faced with this reality, France and the European Union face a fundamental choice: adapt or fall behind. Building a decarbonised,\u00a0\u201cMade in Europe\u201d\u00a0industrial base is not one policy\u00a0option\u00a0among many\u00a0\u2013\u00a0it is a prerequisite for economic and energy sovereignty in the decades ahead.\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">But translating\u00a0this\u00a0ambition into practice is harder than passing legislation or setting targets. Building competitive domestic value chains for clean technologies means simultaneously transforming deeply entrenched industrial\u00a0structures,\u00a0and\u00a0developing entirely new ones around breakthrough technologies. This I4CE report takes stock of where France\u00a0actually stands\u00a0on that journey, through the lens of three flagship\u00a0cleantech\u00a0industries: electric vehicles and batteries, green steel, and electro-synthetic aviation fuels (eSAF).<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">So\u00a0what is the real picture? Gigafactories have been inaugurated, decarbonisation roadmaps announced, and synthetic fuel projects are multiplying. France\u2019s green industrial policy has delivered real momentum. But how effectively is it\u00a0actually building\u00a0the integrated, competitive value chains that would make this transformation durable?<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">That is the central question this report sets out to answer. The three sectors were chosen precisely because they\u00a0represent\u00a0very different\u00a0stages of industrial maturity:\u00a0from operational gigafactories to green steel and\u00a0eSAF\u00a0projects still awaiting final investment decisions. Critically, for each sector the analysis looks at both supply-side development and demand dynamics.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">What\u00a0emerges\u00a0is a finding that cuts across all three cases: a widening gap between project announcements and the actual construction of value chains.\u00a0The first gigafactories have been built, but upstream supply\u00a0(critical raw materials, precursors, recycling)\u00a0remains heavily exposed to Chinese dominance; green steel is\u00a0moving thanks to first\u00a0secure investment decisions but still lacks a sufficiently clear and structured demand; and\u00a0eSAF\u00a0projects are advancing through engineering studies, but cannot clear the financing hurdle without long-term offtake commitments.\u00a0In each case, it is the neglected\u00a0steps\u00a0of\u00a0the\u00a0value\u00a0chain that leave the door open to outside competitors.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">The report\u00a0identifies\u00a0three priority levers to address these bottlenecks. First, supply-side support must be coupled with active demand-side policy through binding low-carbon procurement standards in public infrastructure and mandatory sectoral requirements for private buyers.\u00a0Second,\u00a0public\u00a0policies\u00a0must\u00a0tackle\u00a0the critical window around final investment decisions, combining stable sectoral targets with revenue certainty mechanisms, like\u00a0contracts for difference,\u00a0to underwrite the ramp-up of first-of-a-kind facilities. But the line between industrial success story and missed opportunity\u00a0remains, for now, uncomfortably thin.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>This <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> report is available in French. The case study on the French eSAF sector has been translated and adapted to inform the ongoing European debate on ReFuelEU aviation.<\/p>\n<p>With France as Europe\u2019s single largest eSAF project hub, with roughly 30% of the continent\u2019s planned capacity and some of its most advanced projects, what happens in France over the next 18 months will largely determine whether Europe will be able to meet build out the value chain for an emerging cleantech and meet its first blend-in mandates.<\/p>\n<p>The barriers France faces are structural and shared, with no European large-scale project having yet reached a final investment decision.
