Research Analyst - EU Climate Investments

Caroline joined I4CE‘s Europe program in 2025. Based in Paris, she works mainly on climate investments in the European Union and the development of the European Climate Investment Deficit Report

 

This report assesses of climate investments made in Europe and compares them with the needs identified in the various EU framework documents, notably the European Green Deal.  

 

Before joining I4CE, Caroline worked on the evaluation of the French Recovery Plan at France Stratégie, on the European budget at the European Commission, and on the partnership between the EU and the French Development Agency (AFD) at AFD.  

 

Caroline holds a Master’s degree in Public Affairs from University College London, as well as a Master’s degree in Economics and European Public Policy Analysis from the College of Europe.

    The State of Europe’s Climate Investment, 2025 edition

    With the second edition of our State of Europe’s Climate Investment report, we take stock of the development in investments supporting the climate transition in the EU27. The report assesses the real-economy annual investments needed to meet the 2030 targets set out in the Green Deal and Net Zero Industry Act for the energy, buildings, transport and clean tech manufacturing sectors. We track the actual investments in those sectors in the EU economy, highlight the deficits and analyse challenges to mobilise investments.
