Internship offer – Impacts of financing costs and development considerations on estimates of climate financing needs in emerging markets and developing economies
Overview of I4CE
The Institute for Climate Economics I4CE is a research organisation that provides independent policy analysis on climate change mitigation and adaptation. We promote climate policies that are effective, efficient and socially fair.
Our 40 experts engage with national and local governments, the European Union, international financial institutions, civil society organisations and the media.
Our work covers three key transitions – energy, agriculture, forestry – and addresses six economic challenges: investment, public financing, development finance, financial regulation, carbon pricing and carbon certification.

Investment and financing needs estimates to achieve the Paris Agreement targets in emerging markets and developing economies (EMDEs) vary substantially in existing literature, from 250 billion to 2,500 billion USD per year by 2030.
This variability reflects both data gaps and the specific purpose, intended use, and target audience of each study – whether it aims to highlight the scale of investment needs, inform international negotiations, support policy and planning, or fulfill reporting requirements – and the corresponding methodological choices.
The objective of the internship will be to quantify the impacts of methodological choices on financing needs estimates for EMDEs, building on a current I4CE project that explored existing estimates and especially the figures provided by the Independent High Level Expert Group on Climate Finance. More specifically, the candidate will build comparative figures for needs assessment, distinguishing between investment costs only vs total financing needs, and separating climate-related additional efforts from broader development needs.
In addition, the candidate will contribute to other activities carried out by the International team, including the development of methodologies and tools to support the financing of the low-carbon transition in international contexts.
This could involve, for example, contributing to the development of a facilitation tool for discussions on the financing of long-term strategies (LTS), building on I4CE’s LTS dashboard for Finance Ministers.
The internship will be carried out within I4CE‘s International team, supervised by Solène Metayer, in collaboration with Sébastien Postic. Activities will include :
