How to successfully design and implement investment plans to support climate strategies?
Conferences - By : Solène METAYERConference, French Pavilion, COP31
Date : Wednesday 11 November 2026, 16:45-18:00 (Antalya time)
As countries increasingly focus on implementing national climate strategies, including NDCs, NAPs, and LTSs, investment planning is a key step in translating climate commitments into concrete action. However, experience with previous investment plans has raised questions about their actionability and their effectiveness in mobilizing finance and driving investment in the real economy.
This event will explore how the next generation of climate investment plans can be designed to better support countries in mobilizing and aligning finance from diverse sources, including national budgets, international climate and development finance, national development banks, and the private sector. Drawing on country-level experiences and good practices, the discussion will focus on the institutional, political, financial, and technical elements that make investment plans actionable, strengthen country ownership, and help translate climate priorities into concrete investment decisions and financing flows.
Objective
Explore what makes climate investment plans actionable and effective in mobilizing finance, drawing on country experiences to identify the institutional, political, financial, and technical conditions that translate national climate priorities into concrete investment decisions.
Expected outcomes:
- A clearer understanding of the characteristics of effective, actionable climate investment plans.
- Identification of practical success factors and common implementation challenges, including institutional anchoring and integration with national planning and budgeting.
- Lessons on connecting climate investment priorities with public budgets, international finance, development banks, and private investment.
- Practical recommendations to inform future climate investment planning guidance and strengthen the implementation and financing of NDCs, NAPs, and LTSs.
